Asia/Manila represents Philippine Standard Time at UTC+8. The Philippines has a national time law and a government time-service responsibility, making the clock a legal standard rather than just a regional custom. Manila is the IANA representative because it is the capital and administrative center, but the zone covers the whole country for modern civil time. Historical daylight-saving experiments and wartime changes make the full zone useful for old records.
